Jerry Brown recently signed a bill designed to fix our broken presidential election system and guarantee the White House to the winner of the national popular vote. Grounded in state powers, the National Popular Vote plan for president commits participating states to award their electoral votes to the winner of the national popular vote in all 50 states and the District of Columbia regardless of who wins those states' popular votes.
